IEEE Region 10 Meeting was held in Ho Chi Minh City on 4 and 5 March 2023. Prof. Nishihara chose the venue for the 2020 R10 Meeting, but the COVID-19 disaster made it impossible to hold the event for three years. We all felt the importance of an in-person meeting.
